This toolkit has been produced with two particular audiences in mind:
Policymakers in VET and Economic Development are faced with a growing need for evidence-based policymaking often with shrinking resources and these tools should help them design the best offer for their geography.
Labour market intelligence practitioners are faced with new challenges such as the emergence of big data, new geographies, new forecasting techniques and moves to make VET and other governmental offers more ‘demand-led’ leading to a change in the way many observatories operate. They are becoming less passive and more engaged with both stakeholders and their intended audiences.
